Financial Services Authority Issues Consultation Paper on Retail Product Development and Governance - Structured Products Review

The consultation assessed seven major providers of structured products between November 2010 and May 2011. The review specifically looked at how the firms were designing structured products, identifying their target markets, and how they handled post-sales responsibilities. The proposed guidance sets out that firms should: (i) identify the target audience and then design products that meet that audience’s needs; (ii) stress-test new products to ensure they are capable of delivering fair outcomes for the target audience; (iii) ensure a robust product approval process for new products; and (iv) monitor the progress of a product throughout its life cycle.
