I research and advise regulators on the reform of regulatory arrangements for digital financial services in emerging markets (South Pacific, South Asia and Africa). I have worked for central banks in Singapore and Australia which has provided me with a deep understanding of the principles underlying financial supervision and payments oversight as well as practical understanding of regulatory implementation issues. My current research focuses on digital financial services, FinTech and RegTech. I am responsible for the day-to-day management of an ARC Linkage project, sponsored and supported by the United Nations Capital Development Fund (UNCDF). This project focuses on how to regulate financial services which are delivered through digital means. Myself and the research team have designed a Regulatory Diagnostic Toolkit which focuses on key legal and regulatory issues for digital financial services. The Toolkit domains include the protection of customers' funds, the use of agents, AML/CFT measures and consumer protection. We have applied aspects of the Toolkit in West Africa, the Pacific and Nepal. I have consulted for the Asian Development Bank with responsibility for the organisation and execution of training courses for regulators and industry consultation on policy development for digital financial services.
